Is Plug-In Solar Legal in Virginia? (2026 Guide)

Yes — plug-in solar is legal in Virginia. Governor Spanberger signed HB 395 into law on April 22, 2026, making Virginia the third state to explicitly legalize plug-in (balcony) solar, after Utah and Maine. The consumer provisions take effect January 1, 2027: from that date, any Virginia resident can plug a qualifying solar device of up to 1,200 watts into a standard wall outlet with no permit, no interconnection agreement, and no utility fee.

What HB 395 actually does

Virginia's law defines a "small portable solar generation device" — a solar panel or panel set with a built-in inverter that plugs into an ordinary 120V outlet — and removes the usual grid-connection red tape for it. Under the law:

  • Residents may operate a plug-in solar device with a maximum power output of 1,200 watts at a single premise.

  • No utility — investor-owned, municipal, or cooperative — can impose interconnection requirements, charge a fee for the device, or require approval before you install or use it.

  • Local governments and landlords cannot ban the devices, though landlords may set reasonable restrictions on size and placement.

  • Instead of an approval process, you file a simple notification form with your electric utility: your name, account and meter number, and basic device information. It is a notification, not a permission request — nobody can deny it.

The Virginia State Corporation Commission is developing that notification form ahead of the January 1, 2027 start date, and a stakeholder work group — utilities, fire officials, realtors, and environmental groups — will report on device safety standards by November 15, 2026.

What counts as a qualifying device

Two requirements matter when you shop:

  • Certification. The law requires nationally certified devices. In practice, that points to UL 3700, the safety standard written specifically for plug-in solar systems.   • No backfeed during an outage. Qualifying devices must be prevented from exporting power to the grid and from energizing your building's wiring during a power outage. Certified plug-in systems handle this automatically with anti-islanding inverters.

What plug-in solar will (and won't) do for your bill

A 1,200-watt setup in Virginia will typically generate roughly 100–150 kWh in a good month — enough to trim a meaningful slice off a typical bill, but not to zero it out. The value is offsetting daytime usage: refrigeration, electronics, and baseline loads that run while the sun is up. The law does not add compensation for exported power, so the devices are designed not to export at all.   • Confirm your spot: a south-facing balcony railing, patio, or wall with a nearby dedicated outlet.
